According to the Dictionary of American Naval Aviation Squadrons - Volume 2, Chapter 4 (p.543), VP-43 travelled to San Diego by train to pick up their new PBY-5s, arriving 1941-May-03. But it appears they were already flying the new planes by May-02 (possibly even Apr-29) so perhaps the extended flight of Apr-23 was actually part of the trip. 0865 is one of the PBY-3s transferred to VP-43 from VP-12 on Apr-05 and returned to VP-12 on Apr-24, which would suggest that at least some of VP-43 was in San Diego in time for a test flight on Apr-29.
